
Why are some people joyful in the emotional or physical pain of others? Is this a passive form of bullying?
Is it learned, or innate? Does it make this person a sociopath as an adult? Is it a sign of inner insecurity? (Especially if they feel they have to ridicule or make fun of others for whatever reason?)

I think it could be seen that way. I think these are very insecure, angry people. Probably most people like this have been through quite a bit of emotional and physical pain themselves during their lives and now get joy from seeing others suffer. It is a sick way of making themselves feel better. Yes it is the behavior of a sociopath or possible psychopath who has no empathy whatsoever and enjoys watching others hurt. Some are born this way while excessive trauma from childhood may bring on or intensify this behavior.
